Open any photo page and the rights are written there: All Rights Reserved, one of the Creative Commons licences, Public Domain, or CC0. That matters, because Flickr is a working archive for a great many professional photographers and a large share of it is All Rights Reserved. Saving a copy for personal reference is one thing. Republishing an All Rights Reserved photograph is a different thing entirely, and the licence on the page tells you which you are doing.
Flickr stores several sizes of every upload, and the photographer controls whether the full original resolution is offered publicly. Where the owner has restricted downloads, the largest public size is the ceiling for everyone.
